Councilmember’s Bio:

Born, raised, and educated in Baltimore City, Councilwoman Phylicia Porter is a public health advocate focused on building healthy communities in Baltimore City and South Baltimore. 


Phylicia has participated in various major legislative actions tailored to vulnerable and under-served populations across Maryland and the District of Columbia. Currently, Phylicia holds two Bachelor of Science degrees, one in Molecular Biology, Biochemistry and Bioinformatics and a second in General Biology from Towson University. She also holds a Master of Public Health, specializing in Health Policy & Management from Morgan State University and a Master of Science in Law from University of Maryland Francis Carey School of Law.


Phylicia has a deep love for Baltimore and its diverse neighborhoods. As a longtime and active resident of Baltimore City's 10th District, Phylicia approaches community advocacy with an independent voice of sincere leadership, honesty, and integrity. Phylicia prides herself on believing there is nothing more rewarding than empowering individuals and communities
to use their political voices for change.


Currently, she serves as the Vice Chair for the South Baltimore Gateway Partnership, advocating for more than $30 million of funding to uplift South Baltimore communities. Previously she held various leadership board positions with the South Baltimore Gateway Partnership , the Census 2020 Baltimore City Complete Count Committee, the Maryland Academy of Technology and Health Sciences, and the Maryland Commission for Dietetic Practice.


She has actively been involved as a participant with various local community associations in West Baltimore, Maryland Public Health Association, American Public Health Association, and other local and state advocacy efforts on behalf of Baltimore City.


As a homeowner, Councilwoman Porter resides in Pigtown with her dog, Professor William Bruno Shakespeare.
