Urging Gov. Hogan to #FundOurSchools

Dear Baltimore,

 

For three years, the Kirwan Commission gathered a wide range of experts and local leaders to develop policy and funding recommendations that would ensure Maryland schools in every local jurisdiction provided an adequate education for every student.

 

When I served as a delegate in Annapolis, I was on the committee that set the Kirwan policies, so I know the once-in-a-generation opportunity we have to transform our public schools and the impact that will have our young people.

 

In 2020, the Maryland General Assembly passed The Blueprint for Maryland’s Future, and in 2021, the General Assembly went on to override Governor Hogan’s veto of the Blueprint legislation, making the funding formulas in the bill state law.

 

In January, Governor Hogan released his proposed budget for Fiscal Year 2023, but it did not include the mandated funding for several Blueprint initiatives which was expected to provide an additional $99 million in funding to Baltimore City schools and students.

 

The Constitution of Maryland mandates the “thorough and efficient” funding of public schools throughout the state. The Governor is required by law to provide this funding, especially now when the State of Maryland expects to see an unprecedented budget surplus.

 

This is why I introduced a resolution, that was adopted unanimously by the Council, calling on the Governor to fully fund Baltimore City public schools. In the weeks ahead, we will stand with our partners in Annapolis to make sure we are delivering on our promises to our youth. We owe it to our young people to provide them the education they deserve.
