The Commission's appointment was partly a response to the sentiment articulated by the League of Women Voters that the city's declining population and resources warranted a reduction in the size of the eighteen-member Council. The Commission collected and reviewed a wide variety of information about the Baltimore City Council and other city councils in comparable American cities. Its deliberations focused on measures to improve the accountability of Council members and the legislative performance of the Council as a whole. The Commission issued a final report on July 25, 2001.
