Zoning - Cell Towers

FOR the purpose of requiring that conditional use applications for antenna towers, microwave

relay towers, and similar installations for communications transmission or receiving be

referred to the Historical and Architectural Preservation Division, Department of Planning, for

certain determinations; and specifying certain required findings and conditions of approval for

these uses.

Vehicle Forfeiture Sales

FOR the purpose of providing for certain notices and procedures by which vehicles scheduled

for foreclosure sale may be removed from the sale and repurposed for City use; defining

certain terms; and generally relating to vehicle procurement and forfeiture sales.

Land Bank Authority

FOR the purpose of establishing the Land Bank Authority of Baltimore City; providing for the

Authority's powers, duties, and limitations; providing for a Board of Directors, for the

selection and terms of the Board's members, and for the powers and duties of the Board;

providing certain immunities; providing certain tax exemptions; and generally relating to the

establishment and operation of a Land Bank Authority, as authorized by State law.

Carryout Plastic Bag Waste - Department of Public Works Study

FOR the purpose of calling on the Department of Public Works to study the amount of waste

generated due to the use of plastic carryout bags, and the environmental impact of carryout

plastic bag use, in Baltimore and to report the results of this study to the City Council by a

specified date.

Plastic Bag Prohibition

FOR the purpose of prohibiting retail stores from using certain types of checkout bags;

defining certain terms; authorizing civil enforcement action; imposing criminal penalties; and

providing for a special effective date.

Plastic Bags - Surcharge

FOR the purpose of imposing a surcharge on certain bags provided by dealers to customers;

defining certain terms; providing for the collection and remittance of the surcharge; requiring

certain reports; prohibiting certain conduct; imposing certain civil and criminal penalties;

providing for a special effective date; and generally relating to surcharge on plastic bags.

In Recognition - Baltimore City Public Schools - Good Health, Great Kids!

FOR the purpose of expressing appreciation to the CEO, the Director of Food and Nutrition,

and the employees of Baltimore City Public Schools for their leadership in promoting

healthier eating habits, more active lifestyles, and other interventions that assist children in

avoiding or correcting behaviors that lead to childhood obesity and other life-threatening or

life-altering medical conditions; and inviting Baltimore City Public School officials to brief

the City Council on their innovative approaches to addressing the challenges of childhood

obesity.

Roundtable Discussion - School Meals

The committee will meet to discuss the overwhelming requests for home-cooked school meals

and adequate portions for older students, a proposal in sync with School Food Director,

Anthony Geraci's initiatives and goals. This is the 2nd in a series of 4 topics highlighted

within the proposed National Student Bill of Rights.

Public Ethics Law - Ethics Board Composition, Tenure, etc. - Ethics Training

FOR the purpose of reconstituting the Baltimore City Board of Ethics; providing for the

Board’s composition and for the qualifications, tenure, and removal of its members; requiring

the Board to submit certain annual and special reports; expressly including certain entities

within the purview of the Public Ethics Law; expanding the requirements for mandatory ethics

training to encompass certain boards, commissions, and other multi-member entities;

providing for a special effective date; and generally relating to ethics in the public sector.

Public Ethics Law - Clarifications and Expanded Coverage

FOR the purpose of redefining and clarifying certain terms as applicable to certain prohibited

acts, required disclosures, and other ethics regulation; clarifying and expanding the scope of

those to whom certain prohibitions apply; correcting, conforming, and clarifying related

provisions; providing for a special effective date; and generally relating to ethics in the public

sector.

Urban Renewal - Harlem Park Project II - Amendment _

FOR the purpose of amending the Urban Renewal Plan for Harlem Park Project II to amend

the uses permitted in certain areas of the Plan, to revise an exhibit to reflect the changes in the

Plan, to provide that to the extent there exists any conflict between the provisions of the

Renewal Plan and the standards and controls of any Planned Unit Development legislation

approved by the Mayor and City Council, the standards and controls of the Planned Unit

Development control; conforming certain references; waiving certain content and procedural

requirements; making the provisions of this Ordinance severable; providing for the application

of this Ordinance in conjunction with certain other ordinances; and providing for a special

effective date.

Planned Unit Development - Designation - Wylie Funeral Home

FOR the purpose of approving the application of the Mayor and City Council of Baltimore and

Wylie Funeral Homes, P.A., which are either the owner, potential owner, developer, and/or

contract purchaser of the following properties: 1602, 1604, 1606, 1606 ½, 1608, 1610, 1612,

1614, 1616, 1618, 1620, 1622, 1624, and 1626 Harlem Avenue; 703, 705, 707, 709, 711, 713,

715, 717, 719, 721, 723, and 725 North Mount Street; and 634, 636, and 638 North Gilmor

Street (collectively, the “Property”), to have the Property designated a Residential Planned

Unit Development; and approving the Development Plan submitted by the applicant.

Zoning - Conditional Use Parking, Open Off-Street Area - 5401 Tippett Avenue, 5451

Tippett Avenue, 4033 Lewiston Avenue, and Portions of Rockfield Avenue and Tippett

FOR the purpose of repealing Ordinance 65-640 and permitting, subject to certain conditions,

the establishment, maintenance, and operation of a parking, open off-street area (including

driving test area) on the properties known as 5401 Tippett Avenue, 5451 Tippett Avenue,

4033 Lewiston Avenue, and portions of Rockfield Avenue and Tippett Avenue, as outlined in

red on the accompanying plat.

Roundtable Discussion - MTA/Student Bus Passes

The committee will meet to discuss the expansion of eligible time limits on MTA/Student bus

passes, for which the Education Committee has helped lay the groundwork. This is the 3rd in

a series of 4 topics highlighted within the proposed National Student Bill of Rights.

Charter Amendment - Sustainability Funds

FOR the purpose of expressly authorizing the establishment of 1 or more continuing,

nonlapsing funds to be used for promoting sustainability and a clean and safe environment in

the City and for related purposes; and submitting this amendment to the qualified voters of the

City for adoption or rejection.

Informational Hearing - Trash in the Inner Harbor

FOR the purpose of requesting the Director of Public Works and the Cleaner Greener

Baltimore Coordinator to report to the City Council on efforts to reduce trash and debris in

Baltimore's Inner Harbor, both through citizen education and through controlling waste at the

Inner Harbor's 27 outfalls.

Informational Hearing - HIV/AIDS State of Emergency

FOR the purpose of calling on City, State, and federal agencies to update the Council about

their efforts to alleviate the AIDS pandemic in Baltimore and encouraging greater ongoing

collaboration between government at all levels and community partners working to address

the HIV/AIDS state of emergency in Baltimore City.

Roundtable Discussion - Drivers Education

The committee will meet to discuss the need for BCPSS Drivers Education as part of High
