Informational Hearing - Trash in the Inner Harbor

FOR the purpose of requesting the Director of Public Works and the Cleaner Greener

Baltimore Coordinator to report to the City Council on efforts to reduce trash and debris in

Baltimore's Inner Harbor, both through citizen education and through controlling waste at the

Inner Harbor's 27 outfalls.

Scrap Metal Processors - Second-Hand Property Dealers - Reporting Requirements

FOR the purpose of expressly including used motor vehicle parts among the items to be

reported to the Police Commissioner and held by scrap metal processors, second-hand

property dealers, and others; modifying certain definitions; and generally relating to the

regulation of scrap metal processors, second-hand property dealers, and others.

Informational Hearing - The State of the Baltimore City Budget

FOR the purpose of requesting the Director of Finance and the Chief of the Bureau of Budget

and Management Research to report to the City Council on the current state of Baltimore City’

s budget, the state of the City’s finances at the close of Fiscal 2009, the fiscal forecast for the

first quarter of Fiscal 2010; and the projected impact of State and local budget shortfalls on the

fiscal health of the City, the employment security of City personnel, and the delivery of

services to Baltimore City residents.

A hearing to investigate the operations of the Baltimore City Foundation, the distribution of its

funds, City employee involvement in fundraising on its behalf, and the role of its Board and

Executive Director in its management and control.

Parking Fines - Penalties for Nonpayment

FOR the purpose of setting a limit on the amount of the penalty imposed for nonpayment of a

citation issued for certain parking, stopping, standing, and related offenses; and generally

relating to fines, penalties, and procedures for certain offenses.

Investigative Hearing - One Card - Youth Identification Card and Access Card to City

Services

FOR the purpose of exploring the efficacy of instituting a single identification card system to

make accessing services easier and more convenient for Baltimore City residents; examining

the mechanism of the D.C. One Card system; and estimating the cost of implementing a

similar system in Baltimore City.

Inter-Agency Violent Crime Reduction Strategy

FOR the purpose of requesting members of the Mayor's Cabinet, including the Baltimore City

Police Commissioner, the Baltimore City Health Commissioner, the Director of Recreation

and Parks, the Director of the Mayor's Office of Criminal Justice, the Director of the Mayor's

Office of Employment Development, and the Chief Executive Officer of the Baltimore City

Public School System, with coordinated assistance from the Director of the Family League of

Baltimore, to combine the unique resources of each agency to develop an interactive,

inter-agency strategy to address health, criminal justice, recreation, employment, and other

socio-economic issues confronting Baltimore City youth in a comprehensive response to the

factors that contribute to or facilitate acts of violence by or upon our City's most vulnerable

citizens.

Fire and Police Employees’ Retirement System - 100% Line-of-Duty Disability Benefits

FOR the purpose of increasing retirement benefits for members who retire on a 100%

line-of-duty disability; providing special rules for the applicability of this benefit increase to

members currently retired and receiving a 100% line-of-duty disability; providing for a special

effective date; and generally relating to the Fire and Police Employees’ Retirement System.

Sale of Property - 1630 Aliceanna Street

FOR the purpose of authorizing the Mayor and City Council of Baltimore to sell, at either

public or private sale, all its interest in certain property known as 1630 Aliceanna Street (Ward

02, Section 05, Block 1810, Lot 019) and no longer needed for public use; and providing for a

special effective date.

Informational Hearing - Baltimore Economic Recovery Team

FOR the purpose of requesting the Co-Chairs of the Baltimore Economic Recovery Team to

report to the City Council on the procedures in place to monitor the funds that Baltimore will

receive through the American Recovery and Reinvestment Act; to present a list of stimulus

activities presently determined eligible for funding; to share how these projects and programs

will serve Baltimore in the present and the future; and to submit a schedule of regular reports

planned for updates to the City Council on BERT activities.

In Recognition - Baltimore City Public Schools - Good Health, Great Kids!

FOR the purpose of expressing appreciation to the CEO, the Director of Food and Nutrition,

and the employees of Baltimore City Public Schools for their leadership in promoting

healthier eating habits, more active lifestyles, and other interventions that assist children in

avoiding or correcting behaviors that lead to childhood obesity and other life-threatening or

life-altering medical conditions; and inviting Baltimore City Public School officials to brief

the City Council on their innovative approaches to addressing the challenges of childhood

obesity.

Zoning - Conditional Use Incinerator - Amending Conditional Use

FOR the purpose of amending Ordinances 89-323, 93-224, and 97-127, which authorized a

conditional use for an incinerator, to repeal certain geographic restrictions on the use of the

incinerator; clarifying, conforming, and correcting certain citations and related language; and

providing for a special effective date.

Informational Hearing - Procurement Approval Process Study

FOR the purpose of requesting representatives of the Johns Hopkins Institute for Policy

Studies, the Baltimore Economy and Efficiency Foundation, and the Baltimore City Director

of Finance to report to the City Council on the recent Procurement Approval Process Study of

Baltimore City government.

Plastic Bag Prohibition

FOR the purpose of prohibiting retail stores from using certain types of checkout bags;

defining certain terms; authorizing civil enforcement action; imposing criminal penalties; and

providing for a special effective date.

defining certain terms; providing for the collection and remittance of the surcharge; requiring

certain reports; prohibiting certain conduct; imposing certain civil and criminal penalties;

providing for a special effective date; and generally relating to surcharge on plastic bags.
