providing certain immunities; providing certain tax exemptions; and generally relating to the

establishment and operation of a Land Bank Authority, as authorized by State law.

Simulated Slot Machines - Zoning - Licensing and Regulation - Admissions and

Amusement Tax

FOR the purpose of modifying certain limitations on amusement devices as accessory uses in

certain zoning districts; defining certain terms; modifying the license fee for certain

amusement devices; exempting certain amusement devices from the admissions and

amusement tax; providing for an award program for persons reporting unlicensed or

unregistered amusement devices; providing for a special effective date; and generally relating

to the zoning, licensing, regulation, and taxation of amusement devices.

Informational Hearing - The Park Heights Renaissance, Inc.

FOR the purpose of requesting the Commissioner of Housing and Community Development

and the CEO of Park Heights Renaissance, Inc., to report to the City Council on the success

of the Vacant Housing Initiative in marketing City-owned vacant properties; to discuss the

feasibility of expanding the program to include privately-owned vacant houses; and the

practicability of duplicating the program in other Baltimore City neighborhoods endangered

by a proliferation of vacant houses.

Live Entertainment - Licensing and Regulation - Hospitality Services - Promotion and

Coordination

FOR the purpose of deleting live entertainment and dancing as a zoning use category;

requiring the licensing of certain establishments that provide live entertainment or dancing;

establishing the Board of Licenses for Live Entertainment and providing for its powers and

duties; establishing an Office of Hospitality Services and providing for its powers and duties;

defining certain terms; imposing certain penalties; and generally relating to the licensing and

regulation of live entertainment and to the promotion and coordination of hospitality services.

Urban Renewal - Uplands - Amendment _

FOR the purpose of amending the Urban Renewal Plan for Uplands to revise the Land Use

Plan for residential uses permitted under a certain zoning district; clarifying certain references

and language; amending Appendix B to provide that where there may be a conflict between

the provisions of the Renewal Plan and the provisions of any Planned Unit Development in the

Renewal Area, the provisions of the Renewal Plan control; modifying certain design

guidelines of Appendix B; and replacing certain Exhibits; waiving certain content and

procedural requirements; making the provisions of this Ordinance severable; providing for the

application of this Ordinance in conjunction with certain other ordinances; and providing for a

special effective date.

Planned Unit Development - Designation - Uplands

FOR the purpose of approving the application of the Mayor and City Council of Baltimore and

Uplands Visionaries, LLC, which are either the owner, potential owner, developer and/or

awardee of development rights for the properties listed on Exhibit 1, attached to and made part

of this Ordinance, together with certain adjoining roads, highways, alleys, and rights-of-way

(collectively, the "Property"), to have the Property designated a Residential Planned Unit

Development; and approving the Development Plan submitted by the applicant.

Informational Hearing - Baltimore Economic Recovery Team

FOR the purpose of requesting the Co-Chairs of the Baltimore Economic Recovery Team to

report to the City Council on the procedures in place to monitor the funds that Baltimore will

receive through the American Recovery and Reinvestment Act; to present a list of stimulus

activities presently determined eligible for funding; to share how these projects and programs

will serve Baltimore in the present and the future; and to submit a schedule of regular reports

planned for updates to the City Council on BERT activities.

FOR the purpose of requesting the Executive Director of the Housing Authority of Baltimore

City (HABC) to report to the City Council on the physical condition, public safety, and

availability of HABC housing in Baltimore City.

FOR the purpose of requesting the Commissioner of Police to investigate the efficacy of

instituting a citywide text messaging system to alert residents about criminal activity in a

timely manner and to determine what crimes should be included in a citywide alert.

Baltimore City Police Department - Online Transparency - Reporting Systems for

Officer Related Shootings and Preliminary Crime Statistics

FOR the purpose of requesting the Baltimore City Police Department to implement online

reporting systems to disclose the final internal investigation results of officer-related shootings

and monthly preliminary crime statistics, to provide a greater level transparency to the citizens

of Baltimore.

FOR the purpose of requesting the Director of Finance to present to the Mayor and City

known as Reisterstown Plaza Transit Station, bounded generally by Northern Parkway on the

objectives of the Plan; establishing permitted land uses in the Renewal Area; providing that

where there may be a conflict between the provisions of the Renewal Plan and the provisions

Material Sites within Baltimore City

FOR the purpose of requesting the Baltimore City Fire Chief, the Baltimore City Health

Commissioner, and the Baltimore City Housing Commissioner to present the inter-agency

coordinated process regarding the identification, decommissioning, dismantling and/or closure

of facilities where hazardous materials were produced or used in the manufacturing process;

ascertaining the specific responsibilities assigned to each agency and identifying

programmatic and authoritative overlap; and making certain that the Baltimore City

government response to hazardous material handling, disposal, and containment of buildings

with a history of hazardous material is sufficient to protect the lives and property of citizens,

workers, and visitors in Baltimore City.

Financial Literacy - Requirement for Graduation from Baltimore City Schools

FOR the purpose of requesting the New Board of School Commissioners and the CEO of

Baltimore City Schools to examine the feasibility of requiring students to pass a course in

financial literacy to graduate from Baltimore City schools.

Informational Hearing - Trash in the Inner Harbor

FOR the purpose of requesting the Director of Public Works and the Cleaner Greener

Baltimore Coordinator to report to the City Council on efforts to reduce trash and debris in

Baltimore's Inner Harbor, both through citizen education and through controlling waste at the

Inner Harbor's 27 outfalls.
