In October 2005 the Baltimore City Council formed a Task Force to study the prospect of creating an Inclusionary Zoning and Housing Plan for Baltimore City. The City Council resolution noted that there is a severe housing problem with respect to the supply of quality, affordable housing relative to the Citywide demand for such housing.

Among those in need of housing are retiring residents, young families forming new households, government employees, and service personnel critical to a growing City. Michael Sarbanes, Executive Director of the Citizens Planning and Housing Association, was designated as the Chair of the Task Force, which also included national expert David Rusk, representatives from the Planning Commission, City Council, Baltimore Development Corporation, Baltimore Housing, Innovative Housing Institute, Greater Baltimore Board of Realtors, a developer representative, a community representative and other non-profits and City agencies.
