Councilwoman Welch is serving her seventh term on the City Council. Councilwoman Welch serves on numerous boards, including the Bon Secours Foundation, Downtown Partnership, and Mid-town Belvedere. Councilwoman Welch served two terms as a member of the Electoral College, six terms as a delegate to the Democratic National Convention and is a recipient of the Pro Ecclesia et Pontifica Medal from Pope John Paul II.
Councilwoman Welch is a graduate of Douglass High School and Morgan State College and attends St. Edwards Catholic Church as a Lay Corporator. Councilwoman Welch has one son, William (Pete) Welch and a granddaughter, Tiffany Welch.
