Councilwoman Welch will commence her sixth term on the City Council. Currently, Ms. Welch serves as chair of the Baltimore City Democratic State Central Committee.

Councilwoman Welch serves on numerous boards, including the Bon Secours Foundation, Downtown Partnership, and Mid-town Belvedere. Councilwoman Welch served two terms as a member of the Electoral College, six terms as a delegate to the Democratic National Convention and is a recipient of the Pro Ecclesia et Pontifica Medal from Pope John Paul II.

Councilwoman Welch is a graduate of Douglass High School and Morgan State College and attends St. Edwards Catholic Church as a Lay Corporator. Councilwoman Welch has one son, William (Pete) Welch and a granddaughter, Tiffany Welch.
