Councilman Mitchell was elected to the Baltimore City Council in 1995. He is a native Baltimorean and a 1986 graduate of Boys' Latin School. He graduated from Emory University in 1990 with a BA degree in Political Science and graduated from the District of Columbia School of Law in 1994.

Councilman Mitchell worked as a law clerk for the NAACP Legal Defense Fund and served as a White House intern in 1994. He has also served on the staff of the Democratic Senatorial Campaign Committee and is a former staff member of the Maryland Public Defender's Office.

Councilman Mitchell was a delegate to the American Council of Young Political Leaders mission to Turkey in 1998 and is currently a History teacher at his alma mater, Boys' Latin School.
