FOR the purpose of changing the zoning for the property known as 1220 South East Avenue,

FOR the purpose of imposing a fee on the overnight bed capacity of certain institutions not

subject to the City property tax.

Sale of Property - Former Bed of Toone Street

FOR the purpose of authorizing the Mayor and City Council of Baltimore to sell, at either

public or private sale, all its interest in a certain parcel of land known as the former bed of

Toone Street, extending from Ponca Street easterly to the Right of Way Line of Interstate

Route No. 895 (Baltimore Harbor Tunnel) and no longer needed for public use; and providing

for a special effective date.

Maryland Department of Transportation - County Transportation Revenue Bonds -

Series 2012

FOR the purpose of authorizing the Mayor and City Council of Baltimore to enter into an

agreement with the Maryland Department of Transportation in connection with the

participation by the City in the proceeds derived from the sale of certain bonds, to be known

as Department of Transportation of Maryland - County Transportation Revenue Bonds, Series

2012 or as otherwise designated by the Secretary of Transportation and to be issued pursuant

to State Transportation Article, Title 3, Subtitle 5; authorizing certain officials of the City to

take certain actions in connection with the City's participation in the proceeds of the sale of

such bonds; providing for the pledge of the City's share of Highway User Revenues to the

payment of such bonds; providing that neither the faith and credit nor the taxing power of the

City shall be pledged to the City's payment obligations under the Participation Agreement

identified herein; providing for the severability of the provisions of this Resolution; providing

Sale of Properties - 1801 East Oliver Street and 1731 Llewelyn Avenue

FOR the purpose of authorizing the Mayor and City Council of Baltimore to sell, at either

public or private sale, all its interest in certain properties known as 1801 East Oliver Street

(Ward 08, Section 10, Block 1495, Lot 001) and 1731 Llewelyn Avenue (Ward 08, Section 10,

Block 1494, Lot 101) and no longer needed for public use; and providing for a special

effective date.

Tax Lien Certificates - Verifications Required Before Issuance For Water Bills

FOR the purpose of requiring that, before the Chief Clerk issues a tax lien certificate including

water or sewer charges, the Chief Clerk must obtain a certification that the charges are based

on certain verified information; correcting, clarifying, and conforming related provisions; and

generally relating to tax lien certificates.

Ordinance of Estimates for the Fiscal Year Ending June 30, 2013

FOR the purpose of providing the appropriations estimated to be needed by each agency of the

City of Baltimore for operating programs and capital projects during the fiscal 2013 year.

Baltimore City Hispanic Commission - Voting Members

FOR the purpose of increasing the number of voting members on the Commission from 9 to

13, all to be appointed by the Mayor; conforming the number of members required to meet

certain qualifications; providing that 1 of the members shall be a member of the City Council,

nominated by the City Council President; and generally relating to the Baltimore City

Hispanic Commission.

Biennial Agency Audits

FOR the purpose of requiring all City agencies to have their operations audited every second

fiscal year; defining certain terms; specifying who may conduct the audits; requiring certain

reports; providing for a stagger in undergoing the audits; and generally relating to the biennial

audit of City agencies.

Charter Amendment - Stormwater Utility

FOR the purpose of establishing a financially self-sustaining stormwater utility; authorizing

supplemental legislation to implement the provisions governing water, sanitary wastewater,

and stormwater utilities; correcting, clarifying, and conforming related language; providing for

a special effective date; and submitting this amendment to the qualified voters of the City for

adoption or rejection.

Charter Amendment - Minority Party Representation on Boards and Commissions

FOR the purpose of allowing voters registered as unaffiliated or as third party members to sit

on City boards and commissions as minority party representatives; defining a certain term;

generally relating to minority party representation on City boards and commissions; and

submitting this amendment to the qualified voters of the City for adoption or rejection.

President and Members of the City Council in 2016 and in every succeeding fourth year;

adjusting the terms of office for those elected in 2011; and submitting this amendment to the

qualified voters of the City for adoption or rejection.

General Fund Appropriation Transfer - Department of Public Works (Program 664)

and Department of Housing and Community Development (Program 745) to Department

of General Services (Program 731) - $1,200,000

FOR the purpose of transferring a General Fund Appropriation in the amount of $500,000

from the Department of Public Works (Program 664) and in the amount of $700,000 from the

Department of Housing and Community Development (Program 745) to the Department of

General Services (Program 731); and providing for a special effective date.

FOR the purpose of changing the zoning for the properties known as 2801-2841Remington

Avenue, as outlined in red on the accompanying plat, from the B-3-2 Zoning District to the

Midtown Community Benefits District and Management Authority - Renewal Through

June 30, 2016

FOR the purpose of renewing and continuing the Midtown Community Benefits District and

Management Authority; providing for a special effective date; and generally relating to the

activities and authority of the Midtown Community Benefits District and Management

Authority.

Informational Hearing - Benefits for Returning Service Members

FOR the purpose of inviting the Secretary, Maryland Department of Veteran Affairs and the

Director, Central Regional Resource Coordinator to share information regarding the services

and opportunities available to returning Baltimore City veterans; to describe the outreach

efforts to deliver the information to returning service men and women, and; to detail the

number and percentage of our veterans that are accessing services offered by private entities

and local, state and federal governments.

Zoning - Conversion of Single-Family Dwellings - Coldstream Homestead Montebello

Urban Renewal Area

FOR the purpose of prohibiting the conversion of buildings used for single-family dwellings in

the Coldstream Homestead Montebello Urban Renewal Area, unless expressly authorized in

the Urban Renewal Plan for that Area.

Zoning - Conditional Use Banquet Hall - 5503 Richard Avenue

FOR the purpose of permitting, subject to certain conditions, the establishment, maintenance,

and operation of a banquet hall on the property known as 5503 Richard Avenue, as outlined in

red on the accompanying plat.

Payments in Lieu of Taxes - Ward 04, Section 10, Block 0620, Lots 4-51 - "Lexington

Square"

FOR the purpose of authorizing an economic development project to be known as "Lexington

Square", in order that the Board of Estimates of Baltimore City (the "Board") may enter into a

Payment in Lieu of Taxes Agreement with Lexington Square Partners, LLC, its successors or

assigns (the "Developer"), for a project encompassing approximately (i) 296 residential

market rate rental units and (ii) a structured parking facility containing approximately 650

parking spaces and related improvements; generally relating to payments in lieu of taxes for

the Lexington Square development; and providing for a special effective date.
