Informational Hearing - Property Tax Reassessments

FOR the purpose of inviting representatives from the State Department of Assessments and

Taxation’s Baltimore City office to appear before the Council to discuss the process by which

properties in Baltimore were reassessed for tax purposes, and to explain what rights

homeowners have if they believe these assessments are not correct.

WORK SESSION - TIFs, PILOTs and planning the Committee's actions

The Committee will hold a work session on Tax Incremental Financing (TIFs) and Payments

in Lieu of Taxes (PILOTs) - (Task Force Recommendations) and planning the Committee's

actions for this Council Term (2011-2015).

Informational Hearing - College Access for Baltimore City’s School Students

FOR the purpose of inviting representatives from Baltimore City Public Schools and the

CollegeBound Foundation to appear before the Council to discuss ways to raise awareness of

the resources available to increase college access for Baltimore City’s school students.

Land Use and Transportation Committee

Planned Unit Development - Amending Ordinance 11-571

FOR the purpose of amending Ordinance 11-571 to add certain provisions that were

inadvertently omitted; and providing for a special effective date.

Public Safety Committee

Legislative Oversight - Police Training Programs

FOR the purpose of calling on the Baltimore Police Commissioner to report to the City

Council on the Baltimore Police Department’s relationship with the Diamond Standard

Training and Hicks Training programs; and to discuss the effectiveness of the programs and

how the training programs can be improved and made more cost-effective.

Urban Affairs and Aging Committee

Downtown Management District and Downtown Management Authority

FOR the purpose of renewing and continuing the Downtown Management District and

Downtown Management Authority, subject to certain conditions, for an additional 5 years;

generally relating to the activities and authority of the Downtown Management District and

Downtown Management Authority; and providing for a special effective date.

Education and Youth Committee

Informational Hearing - Baltimore City Schools - No Child Left Behind

FOR the purpose of requesting the CEO of Baltimore City Schools to share with the City

Council the current status of the Elementary and Secondary Education Act - or No Child Left

Behind (NCLB); to address plans to opt out of certain mandates of NCLB, and; to report on

the programs, if any, that will be adopted in place of NCLB to ensure that Baltimore City

students maintain or surpass educational achievement levels.

Informational Hearing - Local, Small, and Disadvantaged Business Purchasing

Preferences for Baltimore

FOR the purpose of inviting representatives from City agencies concerned with purchasing

and economic development to appear before the Council to discuss how the City can best

leverage its purchasing expenditures to encourage the growth of local, small, and

disadvantaged businesses.

Youth Commission - Voting Member Qualifications

FOR the purpose of providing that a youth is not qualified for appointment to a term as a

voting member of the Youth Commission if that youth would become 26 years old during that

term.

Quarterly Budget Briefings

FOR the purpose of calling on the Chief of the Finance Department’s Bureau of Budget and

Management Research to brief the City Council on how the City’s actual finances compare to

its budgeted projections in a timely manner after the close of each quarter in the City’s fiscal

year.
