Mayor’s Anti-Animal Abuse Advisory Commission - Establishment

FOR the purpose of establishing the Mayor’s Anti-Animal Abuse Advisory Commission;

defining certain terms; providing for the composition of the Advisory Commission;

establishing the duties of the Advisory Commission; and generally relating to efforts to

eradicate animal abuse in Baltimore.

City Streets - Closing - McElderry Street

FOR the purpose of condemning and closing McElderry Street, extending from the west side

of Dean Street, Westerly 592.5 feet, more or less, to the east side of a 15-foot alley, laid out in

the rear of the properties known as Nos. 401 through 645 N. Highland Avenue, as shown on

Plat 212-A-18A in the Office of the Department of General Services; and providing for a

special effective date.

Sinclair Lane Bridge - Reconstruction, Repair, and Maintenance

FOR the purpose of superseding certain laws governing the Sinclair Lane railroad bridge;

ratifying a new agreement between the City and CSX Transportation for the construction and

ownership of the bridge; providing for the repeal of laws inconsistent with this Ordinance;

providing for a special effective date; and generally relating to the duties and responsibilities

for and the ownership of the Sinclair Lane railroad bridge.

Fort Avenue Bridge - Reconstruction, Repair, and Maintenance

FOR the purpose of superseding certain laws governing the Fort Avenue railroad bridge;

ratifying a new agreement between the City and CSX Transportation for the construction and

ownership of the bridge; providing for the repeal of laws inconsistent with this Ordinance;

providing for a special effective date; and generally relating to the duties and responsibilities

for and the ownership of the Fort Avenue railroad bridge.

City Streets - Closing - A Portion of Greenspring Avenue

FOR the purpose of condemning and closing a portion of Greenspring Avenue, extending from

Northern Parkway, Southeasterly 949.2 feet, more or less, as shown on Plat 266-A-24E in the

Office of the Department of General Services; and providing for a special effective date.

FOR the purpose of requesting the Police Commissioner to share with the Council the

Department's disciplinary policies regarding off-duty officers involved in incidents of civil or

criminal turpitude; to report on the number of incidents in which civilians or officers have

been harmed or killed by off duty officers in the past 5 years; and to examine the rationale for

retaining or amending current policies regarding the off-duty carrying of weapons and the

disciplinary policies for officers who use their weapons inappropriately or who endanger

members of the public by their actions.

Investigative Hearing - Police/Civilian Interactions - Transparency

FOR the purpose of requesting the Police Commissioner to report to the City Council on the

current policy for the documentation and release of information regarding incidents in which

there have been confrontations between police officers and civilians resulting in any physical

contact.

Minimum Wage - Living Wage for Major Retailer Employees

FOR the purpose of requiring major retail stores to pay employees a living wage determined

by the Board of Estimates; requiring that affected employees be informed of the required

living wage rate; allowing for certain benefits to be included when determining if a wage rate

complies with the requirements of this ordinance; defining certain terms; conforming,

clarifying, and correcting related provisions; and generally relating to the City’s required

minimum wage rate.

Fire and Police Employees' Retirement System - Benefits - Corrective

FOR the purpose of clarifying certain changes made by Ordinance 10-306 as they relate to the

"grandfather" rules applicable to the amended definition of "average final compensation", the

change in the age and service requirements for the normal service retirement benefit, and the

change to eligibility for DROP 2; modifying the requisites for the Fire Chief's representative

on the Board of Trustees; clarifying the age and service requirements for the normal service

retirement benefit; clarifying the DROP 2 eligibility provisions; providing a special grace

period for the purchase of service in order to satisfy the "grandfather" rules; making certain

other technical changes; providing for a special effective date; and generally relating to the

Fire and Police Employees' Retirement System of the City of Baltimore.

Community Partnership Agreements

FOR the purpose of requiring community partnership agreements for certain construction

projects financed or funded by or through the City; defining certain terms; specifying the

minimum contents of an agreement; providing for the creation of a model agreement;

requiring certain annual reports; and generally relating to agreements that promote workforce

development, minimize workplace strife, and ensure that community residents receive the

benefits of city-financed or -funded projects.

Investigative Hearing - Dirt Bikes on City Streets

FOR the purpose of requesting the Police Commissioner, the Director of Recreation and

Parks, and the Director of Transportation to present to the City Council a comprehensive

report on the impact of illegal dirt bikes on the welfare, safety, and enjoyment of Baltimore

City’s residential neighborhoods, parks, and transportation system; asking the Interim Health

Commissioner to report on the impact to the health care system in terms of uncompensated

care for injuries arising from incidents involving dirt bikes; and urging all parties to work with

the Council to develop a comprehensive plan to address the persistent problem of illegal dirt

bikes in Baltimore City.

Gun Offender Registration - Update of Residence

FOR the purpose of clarifying and expanding the circumstances under which certain registered

gun offenders are required to update their residence and other registration information; and

generally relating to the maintenance and enforcement of the gun offender registry.

Scrap Metal Processors - Conformance to State Law

FOR the purpose of formally designating, as required by State law, the City's "primary

enforcement unit" to receive certain records; conforming a definition to its State law

counterpart; clarifying the need of scrap metal processors to comply with State licensing and

regulatory provisions; authorizing the denial, suspension, or refusal to renew certain licenses

for violation of certain State laws, rules, or regulations; providing for a special effective date;

and generally relating to the licensing and regulation of scrap metal processors.

City Property - Naming a Trail in Wyman Park to be the "Steve Pedersen Memorial

Trail"

FOR the purpose of naming a trail located in Wyman Park to be the "Steve Pedersen

Memorial Trail".

Investigative Hearing - Dismissal of Rape Cases

FOR the purpose of directing representatives from the Baltimore City Police Department, the

Office of the State’s Attorney for Baltimore City, and the Mayor’s Office of Criminal Justice

to appear before the Council to explain the reasons why an abnormally high percentage of rape

complaints in Baltimore are dismissed as unfounded and to discuss what changes must be

made to ensure that rape allegations are investigated properly and respectfully.

Fire and Police Retirement System - Benefit Structure

The Taxation and Finance Committee will hold a hearing to discuss the feasibility of

establishing a new sustainable benefit structure under the new Fire and Police Retirement

System for new hires.

Sale of Property - Portion of 1900 Argonne Drive, Lot 2A, Block 5387 and a Portion of

Lot 2, Block 5387

FOR the purpose of authorizing the Mayor and City Council of Baltimore to sell, at either

public or private sale, all its interest in certain parcels of land known as a portion of 1900

Argonne Drive, Lot 2A, Block 5387 and a portion of Lot 2, Block 5387 and no longer needed

for public use; and providing for a special effective date.

Sale of Property - Block 530, Lot 43/46 (the Mayfair Theater Dressing Rooms)

FOR the purpose of authorizing the Mayor and City Council of Baltimore to sell, at either

public or private sale, all its interest in certain property known as Block 530, Lot 43/46 (the

Mayfair Theater Dressing Rooms) and no longer needed for public use; and providing for a

special effective date.

FOR the purpose of authorizing the Mayor and City Council of Baltimore to sell, at either

use; and providing for a special effective date.

Baltimore City Public Schools - Are Current Physical Education Requirements Enough?

FOR the purpose of requesting the CEO, the Director of the Office of Curriculum and

Instruction, and the Education Specialist for Physical Education and Athletics of the Baltimore

City Public School System to brief the City Council on the Physical Education requirements

for students grades Pre-K through 12, to present an analysis of the impact of the physical

education program on the rate of childhood obesity in public school students.
