FOR the purpose of providing a Supplementary General Fund Capital Appropriation in the

amount of $4,200,000 to the Department of Transportation (Account #9950-901069-5912), to

provide funding for additional capital projects; and providing for a special effective date.

Supplementary General Fund Capital Appropriation - Department of Transportation -

FOR the purpose of providing a Supplementary General Fund Capital Appropriation in the

amount of $7,200,000 to the Department of Transportation (Account #9950-903550-9509), to

provide funding for additional capital projects; and providing for a special effective date.

General Fund Appropriation Transfer - $1,551,566 - from Various City Agencies to the

Fire Department (Program 602) - $657,566 and to M-R: Educational Grants (Program

446) - $894,000

FOR the purpose of transferring General Fund Operating Appropriations in the amount of

$200,000 from the M-R: Civic Promotion (Program 590 - Civic Promotion Grants), in the

amount of $1,000,000 from the M-R: Office of Information Technology (Program 805 -

Enterprise IT Delivery Services), in the amount of $175,000 from the M-R: Miscellaneous

General Expenses (Program 122 - Miscellaneous General Expenses), and in the amount of

$176,566 from the Department of General Services (Program 731 - Facilities Management) to

the Fire Department (Program 602 - Fire Suppression and Emergency Rescue) in the amount

of $657,566 and to the M-R: Educational Grants (Program 446 - Educational Grants) in the

amount of $894,000; and providing for a special effective date.

$12,922,862

FOR the purpose of providing a Supplementary General Fund Appropriation in the amount of

$12,922,862 to M-R: Baltimore City Public Schools - Program 352 (Baltimore City Public

Schools), to provide funding for teacher pensions; and providing for a special effective date.

Informational Hearing - Mandatory Patient Transportation for Drug Treatment

Programs

FOR the purpose of requesting that representatives from the City and State agencies that

regulate and support chemical dependency treatment programs appear before the Council to

discuss steps that can be taken to make treatment more accessible to residents of areas far

from existing facilities while minimizing the impact of treatment facilities on their host

neighborhoods, including the possibility of requiring facilities to provide transportation to

their patients.

Baltimore City Landmark List: Public Interiors - St. Mark’s Evangelical Lutheran

Church

FOR the purpose of designating St. Mark’s Evangelical Lutheran Church, 1920 Saint Paul

Street, as a historical landmark: public interior.

Urban Renewal - Waverly Business Area - Amendment _

FOR the purpose of amending the Urban Renewal Plan for Waverly Business Area to add the

property known as 3313-3319 Greenmount Avenue to those properties designated for

acquisition, by revising Exhibit 2, "Property Acquisition" of the Plan and to add the property

known as 3313-3319 Greenmount Avenue to those properties designated for disposition by

revising Exhibit 3, "Land Disposition" of the Plan; waiving certain content and procedural

requirements; making the provisions of this Ordinance severable; providing for the application

of this Ordinance in conjunction with certain other ordinances; and providing for a special

effective date.

Informational Hearing - Prohibiting Racial Profiling

FOR the purpose of calling on representatives from the Police Department and Baltimore City

Public Schools to appear before the Council to discuss the problem of racial profiling and to

explore how to better address this problem through the expansion or creation of effective

anti-profiling education programs.

National Hunger and Homelessness Awareness Week - November 10th to 18th

FOR the purpose of proclaiming November 10-18, 2012 as National Hunger and Homeless

Awareness Week and encouraging all citizens to recognize that many people do not have

housing and need support from citizens, and private or public nonprofit service entities.

City Property - Grant of Easements

FOR the purpose of authorizing the Mayor and City Council of Baltimore to grant 3 perpetual

easements for the benefit of Mt. Vernon Mill, LLC, its successors and assigns, across the

Jones Falls in the area between the properties known as 3000 and 3030 Falls Road (Block

3500, Lots 1 and 3) for the purpose of (1) installing and maintaining a pedestrian footbridge

over the property (Jones Falls) that is required by the City of Baltimore as a second means of

egress from the building at 3030 Falls Road, (2) permitting the continuation of an existing

footbridge and the maintenance of it over the property (Jones Falls) that was originally

constructed in 1918, and (3) allowing certain existing piers located in the property (Jones

Falls) that support the structure at 3000 Falls Road and allowing the portion of the structure

that extends into the property (Jones Falls); and providing for a special effective date.

Code Enforcement Officers

FOR the purpose of redefining the persons authorized to issue environmental citations;

correcting, clarifying, and conforming related provisions; and generally relating to the

designation of environmental control officers.

Informational Hearing - Baltimore City Public Charter Schools

FOR the purpose of calling on representatives of the Baltimore City Public School System,

public charter school operators, and other stakeholders to report to the City Council on the

current status of the City’s public charter schools, and to discuss their accomplishments and

their challenges, particularly in regards to the per-pupil funding formula and addressing the

on-going capital needs of those public charter schools housed in privately-owned buildings.

FOR the purpose of approving and extending the Parking Management Plan for Residential

Permit Parking Area 43; and providing for a special effective date.

12-0102 Residential Permit Parking Program

FOR the purpose of modifying the procedures and requisites for including an area in a new or

existing Residential Permit Parking Area; modifying the procedures for amending a

Residential Permit Parking Plan; adding certain vehicle types to those eligible for parking

permits in a Residential Permit Parking Area; qualifying permit eligibility for residents of

dwelling units added to an existing Residential Permit Parking Area; limiting parking

durations for non-permit holders; establishing progressive fines for parking, stopping, or

standing in violation of Residential Parking Area restrictions; modifying the composition of

the Residential Permit Parking Advisory Board; providing for the election of Advisory Board

officers; defining and redefining certain terms; prohibiting certain conduct; correcting,

clarifying, and conforming related provisions; and generally relating to the Residential Permit

Parking Program.

Informational Hearing - Auditing Best Practices

FOR the purpose of calling on representatives from the from the Department of Audits to

appear before the Council to discuss how the Department currently performs its Charter

mandated duties, the best practices in municipal and government auditing, and how audits of

City agencies can be made more regular, frequent, and effective.
