Councilman Warren M. Branch was born in Baltimore City on January 16, 1961 to Rosa and Lee Andrew Branch. Warren is the brother of State Delegate Talmadge Branch.
In 1979 Warren received a General Education Diploma from Calvert Education Institution, then attended Baltimore City Community College, where he majored in Business Administration. In 1983 Warren became a Certified Emergency Medical Technician and for over 10 years was employed by American Ambulance System.
In 1984 he was employed with the City of Baltimore as a Laborer for the Montebello Filtration Plant and commissioned by the Governor as a Notary Public. Warren attended the National Academy for Paralegal Studies, Inc. in 1989, where he was certified as a Paralegal/Legal Assistant. Warren volunteered for and became trained with the Public Justice Center as a Tenant Advocate in 1992, representing tenants with landlord disputes.
In 1995 he was elected President of Madison East End Improvement Association by the community, and he was assigned to the Eastern District Neighborhood Service Center Eastern District under Mayor Kurt Schmoke and Department of Public Works Director George Balog. In 2003 Warren was promoted to a Public Works Inspector. He was elected in 2006 to the State Central Committee by the citizens of the 45th Legislative District, and he graduated from Weichart Real Estate School and was commissioned as a Real Estate Agent.
In 2007 Warren was elected by the citizens of the 13th District to represent them on the Baltimore City Council.
In addition to his many years as a loving son, brother, civil servant and now a newly elected Councilman for the 13th District, Warren Branch will do his very best to improve the quality of life for his constituents with their assistance.
