FOR the purpose of condemning and closing a portion of Monroe Street,

contiguous to the southwest side thereof and extending from Reisterstown Road,

southeasterly 253.5 feet, more or less, as shown on Plat 346-A-60A in the Office of

the Department of Public Works; and providing for a special effective date.

Sale of Property - A Portion of the Former Bed of Monroe Street

FOR the purpose of authorizing the Mayor and City Council of Baltimore to sell, at

either public or private sale, all its interest in a certain parcel of land known as a

portion of the former bed of Monroe Street, contiguous to the southwest side

thereof and extending from Reisterstown Road, southeasterly 253.5 feet, more or

less, and no longer needed for public use; and providing for a special effective date.

City Streets - Closing - Sinclair Lane Extending from Clareway Easterly

FOR the purpose of condemning and closing Sinclair Lane, extending from

Clareway easterly 713.1 feet, more or less, to its northeasternmost extremity, as

shown on Plat 114-A-16B in the Office of the Department of Public Works; and

providing for a special effective date.

Vacant Lot Registration - Repeal of Registration Fee

FOR the purpose of abolishing the registration fee imposed for registration of

vacant lots.

Property Owner Registry

FOR the purpose of requiring the City to maintain and keep current a central

registry of property owners; requiring purchasers at certain sales to notify the City

of the purchase; and imposing certain penalties.

Zoning - Alcoholic Beverage Advertising Signs

FOR the purpose of authorizing the advertisement of alcoholic beverages on

billboards and freestanding signboards for which Zoning Board approval or a minor

privilege permit is required and has been obtained; and generally relating to the

regulation of signs.

Residential Property - Required Disclosures on Sale or Lease

FOR the purpose of requiring certain disclosures in the sale or lease of certain

properties; defining certain terms; increasing certain penalties; imposing certain

other penalties; correcting, clarifying, and conforming certain language; and

generally relating to the sale or lease of residential property.

Zoning - Conversion of 1- or 2-Family Dwellings - R-8 Zoning District

FOR the purpose of removing the R-8 District from among those districts in which

an exception may be sought from the general prohibition against converting 1- or

2-family dwellings to larger occupancies.

Zoning Variances - Information Required

FOR the purpose of requiring certain additional information to accompany an

application for a zoning variance; and generally relating to the procedures for

obtaining a variance.

FOR the purpose of requesting the Fire Commissioner to explore the feasibility of

establishing a non-emergency response policy to reduce the risk of injuries and

death to citizens and emergency response personnel from vehicle collisions and to

report the findings to the City Council within 90 days of passage of this resolution.

Investigative Hearing - Newly Constructed Dwelling Property Tax Credit -

Application Period

FOR the purpose of requesting the Director of Finance to review the practicality of

the current time requirement for eligible homeowners to file an application for the

Newly Constructed Dwelling Property Tax Credit and to report the findings of the

review to the City Council within 60 days of the date this resolution is adopted.

Request for Support of State Legislation - Religious Freedom and Civil

Marriage Protection Act

FOR the purpose of urging the Baltimore City House and Senate Delegations to the

2008 Maryland General Assembly and the Governor of Maryland to end

discrimination against same-sex couples and their families by passing Senate Bill

290 and House Bill 351, the Religious Freedom and Civil Marriage Protection Act,

which would amend state law to remove references to sex and gender as eligibility

requirements for a civil marriage license and enact a law providing for equal access

to marriage and all of its legal benefits and obligations by all persons, regardless of

sex, gender identity, or sexual orientation.

IMMEDIATE ADOPTION

In Support of Federal Legislation - S.2554 - The Civil Rights Act of 2008

FOR the purpose of expressing support for the Civil Rights Act of 2008 that

restores Congressional protections against discrimination by strengthening the

protection of Americans' civil rights and workers' rights, urging the Honorable

Chair and Members of the United States Committee on Health, Education, Labor,

and Pensions to give the legislation a favorable report, requesting the Honorable

Members of the Maryland Delegation to the 110th Congress to secure passage of

the Act, and entreating the President of the United States to sign the Civil Rights

Act of 2008 into law.

A Request for the Allocation of Funds from the Chesapeake Bay 2010 Trust

Fund and Nonpoint Source Fund for Metropolitan Parks

FOR the purpose of requesting that the State of Maryland allocate $5 million of the

Chesapeake Bay 2010 Trust Fund and Nonpoint Source Fund to be used for

metropolitan parks.

In Support of State Legislation - Senate Bill 239 - Homestead Tax Credits

FOR the purpose requesting that the Honorable Chair and Members of the Budget

and Taxation Committee take this show of support under consideration during their

deliberations on Senate Bill 239, which repeals the requirement of re-application

for the Homestead Property Tax Credit, and urging them to give the bill a favorable

report; requesting the Honorable Chair and Members of the Baltimore City Senate

and House Delegations to the 2008 Maryland General Assembly to secure passage

of the bill; and petitioning the Governor to sign the bill into law.

Joining the Baltimore City NAACP in a Request to the FBI for a Formal

Investigation of the Death of Isaiah Simmons, III

FOR the purpose of joining the Baltimore City Branch of the NAACP and the

family of Isaiah Simmons, III, in requesting the Baltimore Field Office of the

Federal Bureau of Investigation (FBI) to undertake a formal inquiry into the death

of Mr. Simmons and the disposition of the cases against the Bowling Brook

Preparatory School personnel directly or indirectly responsible for his demise.
