Ordinance of Estimates for the Fiscal Year Ending June 30, 2010

FOR the purpose of providing the appropriations estimated to be needed by each

agency of the City of Baltimore for operating programs and capital projects during

the fiscal 2010 year.

Supplementary State Fund Operating Appropriation - Department of Housing

and Community Development - $145,672

FOR the purpose of providing a Supplementary State Fund Operating

Appropriation in the amount of $145,672 to the Department of Housing and

Community Development - Program 119 (Neighborhood Service Centers), to

provide funding to pay for additional operating expenses; and providing for a

special effective date.

Illegal Dumping - Penalties - Enforcement

FOR the purpose of adding to the penalties for and otherwise enhancing the

enforcement of the provisions governing waste disposal; authorizing the Health

Commissioner to abate violations and collect costs, expenses, and penalties from

the persons responsible; establishing a reward program for persons who provide

information that leads to a finding of illegal dumping; requiring contracts awarded

by the City to specify illegal dumping as constituting a breach of contract;

conforming related provisions; and generally relating to the disposal of waste and

other material.

Transportation - $3,021,730

FOR the purpose of providing a Supplementary Special Fund Operating

Appropriation in the amount of $3,021,730 to the Department of Transportation -

Program 234 (Transit and Marine Services), to provide funding for the operation of

a Downtown Circulator system; and providing for a special effective date.

Annual Property Tax - Fiscal Year 2010

FOR the purpose of providing a tax for the use of the Mayor and City Council of

Baltimore for the period July 1, 2009, through June 30, 2010; providing for

estimated billings pursuant to State law; and setting the semiannual payment

service charge for that period.

Operating Budget for the Baltimore City Board of School Commissioners for

the Fiscal Year Ending June 30, 2010

FOR the purpose of approving the budget estimated to be needed for the Baltimore

City Board of School Commissioners for operating programs during Fiscal 2010:

providing for certification of the approved budget to the State Superintendent of

Schools; and providing for a special effective date.
