Request for State Legislation - Child Tracking System

FOR the purpose of urging the Baltimore City Delegation to the 2009 Maryland

General Assembly to introduce legislation creating a centralized community and

governmental resource that would allow for the collection and integration of

Maryland-born childrens’ evolving data and would help to share children’s

information among schools, after-school programs, social service agencies, and

medical providers from birth to age of majority, in order to increase positive

outcomes for Maryland’s youth.

Planned Unit Development - Designation - Guilford/Holliday Towers

FOR the purpose of approving the application of RWN Development Group, LLC,

its affiliates and assigns, who are either the developer, contract purchaser, potential

owner, or owner of certain properties known as 211 East Pleasant Street (a/k/a 320

Guilford Avenue), 310-318 Guilford Avenue, 222 East Saratoga Street, 407 East

Saratoga Street, 231-233 Holliday Street, 235-239 Holliday Street, and 154, 158,

160, 162, and 164 North Gay Street (collectively referred to as “the Property”), to

have the Property designated a Business Planned Unit Development; and approving

the Development Plan submitted by the applicant.

Foreclosure Chattels

FOR the purpose of providing for the disposition of certain foreclosure chattels;

requiring certain notice prior to execution of a writ of possession; providing for a

postponement of execution under certain circumstances; providing that unclaimed

property is deemed abandoned under certain circumstances; prohibiting the

placement of eviction chattels in certain public ways; defining certain terms;

imposing certain penalties; providing for a special effective date; and generally

relating to the removal and disposition of personal property from foreclosed-upon

real property.

Water and Sewer Charges - Payment Schedules

FOR the purpose of tolling the accrual of certain penalties while payments are

being made timely under an agreed-to payment schedule; correcting, clarifying, and

conforming certain language; and generally relating to the assessment and

collection of charges for water and sewer services.

Bond Issue - Lyric Opera House Loan - $1,000,000

FOR the purpose of authorizing the Mayor and City Council of Baltimore (pursuant

to Resolution I of 2008 approved by the members of the Maryland General

Assembly representing Baltimore City) to create a debt, and to issue and sell its

certificates of indebtedness as evidence thereof, and proceeds not exceeding

$1,000,000 from the sale of such certificates to be used for the cost of issuance,

including the expense of engraving, printing, advertising, attorneys' fees, and all

other incidental expenses connected therewith, and the remainder of such proceeds

to be used for the acquisition, by purchase, condemnation, or any other legal

means, of land or property, or any rights therein, in the City of Baltimore, and for

constructing and erecting, on said land or property, or on any land or property, new

buildings, structures and other auxiliary facilities, and for the renovation,

alternation, construction, reconstruction, installation, improvement and repair of

existing buildings, structures and facilities to be or now being used in connection

with the operations, functions, and activities of the Lyric Opera House; and to

equip all facilities authorized to be constructed, renovated, altered or improved by

the provisions hereof; the payment of any and all costs and expenses incurred for or

in connection with doing any or all of the things herein mentioned, including, but

not limited to, the costs and expenses of securing administrative, appraisal,

economic analysis, engineering, planning, designing, architectural, surveying, and

other professional services; and for doing any and all things necessary, proper or

expedient in connection with or pertaining to any or all of the matters or things

hereinbefore mentioned; authorizing the issuance of refunding bonds; conferring

and imposing upon the Board of Finance of Baltimore City certain powers and

duties; authorizing the submission of this Ordinance to the legal voters of the City

of Baltimore, for their approval or disapproval, at the General Election to be held in

Baltimore City on Tuesday, the 4th day of November, 2008; and providing for the

expenditure of the proceeds of sale of said certificates of indebtedness in

accordance with the provisions of the Charter of the Mayor and City Council of

Baltimore, and by the municipal agency designated in the annual Ordinance of

Estimates of the Mayor and City Council of Baltimore.
