CITY COUNCIL RESOLUTION - FOR the purpose of calling upon the Mayor, the Baltimore Police Commissioner, the Health Commissioner, and the Baltimore City Criminal Justice Coalition to work together to develop a comprehensive approach to prostitution that incorporates the varied approaches of predicting social and economic trends that put women in danger of turning to prostitution as a means of survival; to cooperate in developing and implementing social safety-nets and legal interventions that discourage women from engaging in this illegal and demoralizing activity; and to concentrate law enforcement efforts in apprehending and adjudicating the social deviants that habitually prey on this vulnerable and stigmatized population.
